Yarrow or achillea as it is also called is one I prefer to do by divides rather than seed. I do the divides in the late to early spring when the plants are small. It is possible to transplant them later, but they are easier to handle when small.
You can harvest seed in the fall when the heads are dry on the plant. Take the dried heads and crush and roll them between your fingers over a pan so the seed falls into the pan. The heads must be thoroughly dry for the seed.
