Black-eyed Susan readily reseed themselves however they are easy to collect seed from in the fall and then you can direct sow them in the garden where your would like them to grow or try to start them in containers.
In the fall I will usually just cut the spent flowers back and then lay the branches in areas of my garden where I would like to have them growing.

March 22, 2023 – today I acquired some seed for some yellow black-eyed Susan vines and also some white flowered seed. I sowed them in my big pot that has a trellis that they can climb on. I do not expect them to germinate right a way because i will not start to water that pot until I can set it outdoors or in the green house and when the temps are favorable for the plant.
